About the Author

Norman Cigar is the author of Genocide in Bosnia: The Policy of ""Ethnic Cleansing"" and Professor of National Strategy at the United States Marine Corps Command and Staff College. He has also served as a consultant to the International Criminal Tribunal for the former Yugoslavia in the Hague. Paul Williams is Executive Director of the Public International Law & Policy Group, and a Fulbright Scholar at the University of Cambridge. He previously served as an Attorney Adviser in the Office of Legal Adviser for European Affairs at the U.S. Department of State.
